This is an Adjustable Height Ceiling Mount from Edbak (The highly regarded Polish TV Bracket Manufactuer). The bracket is adjustable from 1.75m to 2.45m and it can also be fold flat against the ceiling.
Suitable for screens from 22" to 60" with the correct bracket adapter (LWB1 or PWB2 which are sold seperately).
